At the risk of doing math in public (never a good idea!), I think that means that there have been seventy-nine (79) out of 113 Februarys that were HOTTER than this one... which is, I believe, about seventy (70) percent. So, to summarize, 70 percent of Februarys in the past century were hotter than this year.

Okay, got it.
