How Do You Rescue People...

...who refuse to be rescued? This is a huge part of why so many died and were "stranded"...

How sad is it that we're spending so much time blaming all the beaurocrats and politicians... and NOT blaming the people who were SHOOTING AT THE POLICE when they were trying to rescue people??
